QCoast2100 Program

In 2016, the Queensland Government, in partnership with the Local Government Association of Queensland (LGAQ) launched the QCoast2100 Funding Program (QCoast2100), providing over $13.2 million in funding to assist coastal councils to develop a Coastal Hazard Adaptation Strategy (CHAS) for their communities.
A CHAS:
- assesses the risks from coastal erosion, storm tide inundation and the projected effects of sea level rise from climate change over the short (present day), medium and long-term
- identifies and analyses adaptation measures to mitigate these risks
- in consultation with the community, identifies adaptation actions and how and at what time these can be implemented.
QCoast2100 supports councils in their CHAS progression from identifying coastal hazards and climate change risks, such as storm tide inundation, coastal erosion, and rising sea levels through to the decision-making and implementation phases.
Completing a CHAS has enabled local governments to improve their understanding of the vulnerabilities and risks to communities, infrastructure, and the environment from current and future coastal hazard risks. Knowledge gained throughout the project is also assisting them to inform future statutory planning. A CHAS helps mitigate coastal hazard risks for councils and communities through the implementation of informed, coordinated and timely actions.


QCoast2100 provides guidance and support to assist councils in preparing and implementing a CHAS. The Minimum Standards and Guideline outlines a systematic and consistent approach to investigating, analysing and understanding coastal hazard impacts. Through QCoast2100, funding has been provided to 37 of Queensland’s 41 coastal councils and most have completed or are close to completing a CHAS. QCoast2100 also partnered with First Nations councils for a combined study to improve their understanding of the coastal hazard risks to their communities and to assess the need for further risk assessment.
QCoast2100 round 2 funding – for CHAS development and implementation
In September 2021, the Queensland Government announced an additional $3 million to QCoast2100 2.0 with a focus on implementing works and actions identified in a CHAS, so councils can continue on the adaptation pathway.
The QCoast2100 2.0 Program consists of four funding sub-programs as shown below in Figure 2.
This funding round is completed.


QCoast2100 round 3 funding
In April 2023, the Queensland Government announced it would provide an additional $4 million with a continuing focus on the implementation of works and actions recommended in a CHAS.
This funding round is expected to be completed by 30 June 2025.
QCoast2100 round 4 funding
In February 2025, the Queensland Government announced an additional $6 million from the Queensland Reconstruction Authority (QRA) through their Efficiencies Funding Program (EFP) to provide for the continued implementation of coastal hazard adaptation works and actions for disaster mitigation.
This new funding round brings the total of QCoast2100 funding to $26.2 million and extends the life of the program to 30 June 2027.
